Half Right on S-CHIP
Michelle Malkin is up at arms today that Barry O and Dems in Congress want to finance an expansion of the State Children’s Health Insurance Program (S-CHIP) through a massive tax increase on tobacco products, which she considers a tax on the poor.
My response: first, remember Jack Kemp, the great supply-side Congressional leader (recently diagnosed with cancer):
“If you want less of something, tax it. If you want more of something, subsidize it.”
We should want less smoking. It’s nasty, it’s ugly, and it’s monstrously expensive. The Centers for Disease Control have estimated that the health costs alone attributable to smoking top $95 billion, and that’s based on five-year-old data.
If we’re going to have what Ms. Malkin appropriately labels a “universal healthcare Trojan horse,” paying for it through tobacco taxes is the closest thing to a user fee that we could come up with.
Second, given that the Prezelect is well on the way to making taxpayers an endangered species in the stimulus bill (watch this space for more on the subject tomorrow), any opportunity to restore the participation of the “taker class” to the financing of their own government should actually be welcomed at this point.
